U.S. Army Bloggers Roundtable: Retroactive Stop Loss Special Pay

On Thursday, Nov. 19, 2009, at 1:00 p.m. EST, we will interview U.S. Army Maj. Roy Whitley, the Army’s Project Manager for Retroactive Stop Loss Special Pay, who will provide a status update on the Army’s first month of processing claims for this new benefit. The Department of Defense introduced Retroactive Stop Loss Special Pay last month when it announced that service members, veterans and survivors are eligible to receive $500 for every month they served under Stop Loss between September 11, 2001 and September 30, 2008. Maj. Whitley will explain the Army’s system for processing the estimated 120,000 eligible claims, as well as answer questions about receiving the pay.

    At least he’s agreed to answer SOMEONE’s questions about being paid. There’s a huge forum on IAVA’s website discussing how confusing the filing process is, how ridiculous it is that there is no way to find out our status on our claims, and that the e-mail they provided doesn’t work.

    It’s been 4 weeks today since I’ve filed my claim and still no word on the status or when I can expect to get paid, and that every time I’ve e-mailed them I get: “This is an automatically generated Delivery Status Notification Delivery to the following recipients failed. “; furthermore there’s no phone number posted, though we can contact the “Help Desk by calling TBD” whatever that means. Phone number please?

    As I said, it’s been four weeks since I made my claim, and as far as I know, I may have input my direct-deposit information in wrong, and someone else is enjoying my money. If I could log on, review the information that I provided, and see the status of my claim, my fears and impatience would dwindle — somewhat.

    Also, I read your responses to Stripes “http://www.stripes.com/article.asp?section=104&article=66098″ and your whole response of “We’re not Amazon.com” is no excuse, in fact it’s embarrassing, it’s nothing more than a lazy cop-out. You had four months to get a website together for this, and you HAD to know that people would be wondering about the status of their claim. How hard should it be to log on back on with your social and stop loss date, or other password, to find the status of your claim? I know I could have single-handedly whipped something up in a month to take care of these claims….and it would be a deluxe “Amazon.com” site, compared to what the army made up in four months.

    This is a sharp reminder as to how badly I hated dealing with incompetent leaders everyday while I served and how glad I am to not have to deal with this much longer.

    I agree with everyone when saying this process has been deplorable. It has been like most things with the Army and VA, Veterans come last or we will get back to you when its convient for them. My issue is I just received an email from them, which to me looks like an automated email. Saying my SSN did not match any of the SSN’s on the “Master List”. They also said my claim will be given to a case manager, now I know the routine….this claim wont happen till atleast 2-3 months now. Just like the 9/11 GI Bill. When on my DD 214, it says I was stop lossed for 369 days. Now, my dilema comes when I was stop lossed from September 2007 to January 2009. I received the stop loss special pay for October thru January. So does the other months when I was stop loss not count? I understand they will not compensate me for those months from October 2008 thru January 2009. But if I am not compensated for the rest of those months, than that is ridiculous and contradictory to the claim they will compensate all Soldiers that were stop lossed from 2001. They have not explained this at all…and I was in 10th MTN, there were atleast 200 other personnel just like me that were stop lossed as well. Something needs to be fixed and if it does not happen soon, I will go to my Congressmen, like every Veteran should when they have an issue like this come up. The Air Force has a whole website dedidcated to helping out their service members. Why should the Army not be the same? I dont ask for special treatment, just like most of us, but I ask for whats right. This isnt right. I hope you can help us fix this together.

    We understand your frustration about the lack of communication from our office. While we have had some unforeseen technical limitations in that area, we need to do a better job of letting everyone know what’s happening with this program. Accordingly, those who filed a claim were notified through e-mail about their claim status and given an explanation of where their claim is in the process yesterday afternoon. While we hoped to provide this information to you earlier, it is important to note that no retroactive Stop Loss special pay has gone out to anyone from any Service. As we complete this process, we will post average time to payment at . We will continue to take your feedback and make this process as user friendly as possible.     As a civilian it is hard for me to imagine having an organization as large as the military and having problems finding what your proper paycheck would be. It’s disconcerting to be sure, can you imagine the public outcry if Wal-Mart did something like that?

    I hope more blogs and independent media are able to bring attention to this issue which is clearly negatively affecting our service members whom already give so much!

    Greetings! I’m the PAO over at Army G1 (Personnel) and have been involved in most of the media coverage surrounding Retro Stop Loss Special Pay. I can tell you that the program went live just over four weeks ago, Oct 21. So, it’s a new program and the staff is working very hard to do this right (there can clearly be no mistakes when it comes to paying you.) The Retro Stop Loss Pay Team’s mission is to dispurse the special pay all those who qualify — and they are focused on that.
    The first batch of completed claims have gone to DFAS for payment. We’ll all be happy when the first rotation is through. We’ve been very proactive about getting the word out so that Soldiers and Veterans have some degree of comfort with the process. If you have applied, you are good to go.
    We’ll continue to do our best in keeping you informed through blogs and other media.

    I have reviewed some info and am seeing that the soldier must have been INDIVIDUALLY stop lossed, and not UNIT stop-lossed.

    Everyone I know, including myself, has received the BS emails from the Army about 1) either dates not matching up or 2) not on ‘master’ list

    Why doesn’t the Army just do what the VA does, and say that they are inundated with claims, and be patient?

    Why are they just straight lying to us?

    The only stop loss payment I have heard of going through was a colleague of mine that was stop lossed in the Air Force; she received an email specifying the dollar amount and has already long received her money.

    The Army is so sad and glad to not be a part of it anymore.

    Let down again…. So I get the email advising that there is now a way to track the process via log in page…. Wooo Hooo I can actually keep tabs.. WRONG I use my case number, SSN, and the PIN they provided in the email and I get that the record can’t be validated and it wont let me log in… I mean really how complicated could this possibly be?? I know that if they were TAKING money from a group of people it would all be gone out of our bank accounts it would be dust in the wind to us… This is ridiculous

    My husband got the same email about is SSN not being found on the OMPF. I was floored when I read it. We have sent many emails about this with nothing being returned. Why have a email address where we can email our questions and we have to wait for them to get back to us. Its a never ending battle with this stuff. My husband was stop lossed for 9 months. I had to fight to get a copy of his orders when they stop lossed him so he didn’t lose his civilian job. Then I had to drive 5 hours one way to hand deliver his orders so I knew they got to the right place. I was upset about the stop loss because I just got out of the army and we were in the works of buying a house since the hubby was getting out of the guard a month after me. I hope this case manager deals with this case in a timely manner. Right now it would help to have the money. When my husband was activated we lost a lot of pay since he made more at his UPS job. This is one reason why he got out of the guard after 13 plus years.

    Thanks to all who have posted information in regards to Stop Loss. I am also having issues trying to get processed and no luck with the email address. If anyone does get a channel established to contact the POC please post so we can all start hounding them to get this finshed. After 12 years of service and nearly succombing to Meningitis while in Iraq during my Stop Loss, this whole process is complete B.S., but typical Army double talk. Tell the media they are doing something but the actual soldiers effected are left hanging

    I have the same problem as Alex. I try to log on with my case number, SSN, and PIN that was emailed to me, and it does not work. When I tried to email this issue to the email address to provide feedback, it was returned.

    Quite honestly, this is unacceptable. I was kept in the Army for 27 months due to stop loss, and incompetency was the major factor for me in deciding to leave the military. Maybe an email to a senator or representative will speed the process along. It seems to be the only recourse veterans have in receiving their benefits.

    I’m sorry the web site isn’t working well — but the team is trying to fix it. I know the site was being reworked a bit over the holiday. A tracking mechanism was installed on Friday and we are having a few glitches. You both have claim numbers, correct? Should be working better by now.
    If you have claim numbers, that indicates that your work is done. I know its frustrating to not get an answer to your email, but there is an incredible amount of email backlog right now from the stand up of the program. The focus is on getting you paid.
    So, please hold on folks. It’s our job to pay Solders who were stop-lossed. We will get it done.

    Hi. This is the Army Personnel (G1) PAO here to give a little update.
    We are now 44 days into the RSLSP program. We ask you to give the Army and DFAS up to 90 days to process and pay your claim. Please ensure you have a claim number. If you have a claim number, you are in the queue for claim verification. This is the most important thing you need to know.
    The RSLSP email backlog is considerable and we have to place the priority on getting claims out the door rather than answering email. If your claim has been submitted, please be patient and know that the process is working.
    In the meantime, the team has also set up a status update on the web site. We were having difficulties with the new software the first few days, but it seems to be working now. We realize this mechanism does not get you paid any faster, but it is a response to what you have asked for.
    Finally, the Army Retro Stop Loss Pay Team has stood up a toll free number for specific questions and concerns (aside from status updates that you can get on the site). Please understand that we cannot move you up in the queue when you call. We have to handle the claims on a “first in first out” basis. The number is 877-736-5554.

    I am not sure I buy the ‘first in first out’ basis being claimed. I notice on this and the Stripes blog that people who filed almost 20 days after my wife and me have received emails and case numbers. My wife and I have received no emails or any other form of contact and certainly don’t have a case number. We applied by mail (no choice) on 23 October and had the applications shipped over night.

    I called and left a message at the 877 number listed above.

    Another note of information that I hope helps others out. I recently (as noted above) attempted to process my Stop Loss paperwork (576 days Stop Lossed), I was unable to access the “Stop” date on the website. I was only able to enter “Start” Date and the Separation date. I have since contacted someone in the office in control of the website and explained the issue. As of Monday the 14th the website works, in that regard. Thank you Jill M. for the phone number to make the initial contact.

    My claim was sent to dfas for payment 18 november. I havn’t heard anything from them so i decided to call them. They said they recieved my claim but it hadn’t been processed and doesn’t have a voucher number. They arent sure when it will be processed. I was told they had 20 days from the time they process it. Anyone else experience this? Any help with this problem?

    I finally received some resolution regarding whether or not mine and my wife’s ‘paperwork by mail’ was received. After calling and getting a return call three days later, I found out that both of our packets were received on 16 November (although, this is puzzling since we over-nighted them with USPS on 23 October). What we still haven’t received is any email stating that our claims have been processed in any form or fashion.

    Has there been any work done on paper claims to this point?

    I am not here to lay blame, but I have not even received an email, a call, or a snail mail response. My paperwork was received 30 Nov. 2009, and I am just wondering how long does it take to get some type of a response. I know if they want you, you stay immediately and you wait many months if not years for your benefits.

    I have read all of the comments and I am glad that I am not the only veteran that has been overlooked. I mailed my application and all supporting documents on 9 Nov 09 and also submitted a claim online two weeks later. Today is 31 Dec 09 and I still didnt recieve a generic email or anything. I know that it is holiday season but is everyone in the office on 45 days of leave? What is going on?

    Just like everyone else. I sent in all my documents via email back in October 2009 and i got the email saying my SSN did not match the master list. What is that about, when it plainly says i was stop-lossed or Retained in the service 244 days for the convenience of the goverment per title 10 USC 12305 stop loss per milper message #06 – 232. So how does this not match the master list. Also What is the time frame our case manager would have on looking in to my Claim? a week? a month? 2 months? Can you tell us anything? Thanks for your time.

    I have read all the comments and cannot believe we are being treated this way, I mean when I was stop lossed I didn’t tell the Army to wait and that I will process their request later. I really think the army is trying to hold onto the money and make interest on the money before it is divvied out. I submitted my information at 6am on October 21st (the first day we could submit) and one month later received an email saying somthing about their records didn’t match my DD214 issued by the military. I then just kept sending emails complaning about the wait to the email address they provided. I then got a second email two weeks later with a new website, a username, and password. So I have been checking the website everyday, but the only new info was about three weeks ago saying that a case manager will soon be checking my information. This is so typical of the Armys’ hurry-up-and-wait catch phrase. I was hoping to have the money b4 x-mas but, that ended up being just a pipe dream. I mean really how hard is it to match up the dates they have with my information or maybe the blind people are reviewing our cases and they have to put all the information into brail. Whater. Does anyone have a phone number yet? I have also left two website links, the first is to send emails complaining about your status, the second is to check the status of your claim if you have a username and password. Good luck!!!

    The Army Stop-Loss Website has not updated my claim. If you want a current status on your claim call 1-877-736-5554. You need your case number: RSL00******. The person who answered the phone was able to tell me that my case had been approved for 9 months and sent to DFAS. He also stated DFAS payment could take up to 8 weeks.

    As Chris said, that number (1-877-736-5554) is worth calling..I think….at least someone will tell you something there, although I am not sure how accurate their information is. They said mine was approved and sent to DFAS, and to wait 80 days.

    Then I read later saying if you re-enlisted or extended and got a bonus you don’t qualify for the RSLP anymore. (I re-enlisted for the Guard for a bonus that I STILL have not received all of yet due to something going wrong at higher)

    Supposedly later they said that if you joined the guard/reserves and got a bonus you still qualify now and that was just a false/accidental statement. (the only ones who really got screwed were those who re-up’d/extended for active, because higher’s logic is “if they re-up on active, they must love the army so much they were going to be lifers anyway.” throwing away the idea that their civilian plans were destroyed and the only logical choice they had was to re-up on active for a few years.)

    In all truth, I have no idea if I still qualify or not. Depending on who you call will determine the type of answer you are going to get. I have been told it has been sent to DFAS, I have been told there is no status..it goes on and on. I am now just crossing my fingers and waiting.

    There is RSLP…my bonus that is over a year late, a travel voucher that I filed 6 months ago I have yet to get…I am starting to believe they just say “We will give you money if you do this!” then hope you forget and/or get deployed and croaked so they don’t have to pay out. Getting any kind of pay seems to require a freaking Jedi.

    UPDATE FROM G1 PUBLIC AFFAIRS:
    Greetings and Happy New Year. Just checking in to tackle some blogger questions. (Wish I could do this every day — I know there is a lot of anxiety out there.) The good news is that the Army Retro Stop Loss Special Pay team has made significant strides both in automation and personnel over the past couple weeks. AND we have had some important questions settled about who does and doesn’t qualify. A short summary (every case is different — so I can only tell you about how the guidelines generally apply):
    - If you were active duty, got out and then joined Guard or Reserves (with or without a bonus), you most likely qualify for the special pay. This is a new enlistment, not a reenlistment.
    - Those who reenlisted during their stop loss period (same job, same component) and received a bonus, most likely do not qualify.
    - First in, first out is generally how the claims are settled. However, if there is an information mismatch that needs to be justified it may take longer.
    - The case worker software had a few glitches that had to be settled before we could begin filing the claims electronically, so there is a bit of a backlog. However, this backlog is expected to dissipate significantly over the next few weeks.
    - To A.A, Marc, Coretta (and others).: I’m sorry to say that your claims are likely still within that backlog. The good news is that your claim has been received — you just need to give the process a little more time. Please do not be concerned about the auto-response email you received. At that time, most applicants received this email because our automated filters were not yet very accurate. The system has since been improved. If I were you, if I did not hear back by the end of January, call the toll free hotline for feedback.
    Chris’ claim has been settled and has been sent to DFAS. Soon yours may be too.

    I apparently need sme help here. I was under stop loss oders and was deployed back to Iraq, which to me was fine, I have no heart ache about it; however, I was made aware of being paid for that time under this stop loss special pay program. Cool so I filed what I could with the web site and pasted my DD214 and other infomation and was sent a file number and password to check on the progress of the claim….that was about 2 months….now I can’t activate the web site, no page shows up for my file number and password….I was in the Army for 12 years as a 19K and I know that the Army is great at training men and women to fight, but I also know that their paperwork skills are horrible. There must be a phone number somewhere to contact someone to find out whats going on. My question is this, “I need a phone number.”

    Everywhere I go I keep seeing and hearing two names if you have issues, Maj. Whitley and Lt. Mueller? You have got to be kidding me 180,000 soldiers and/or veterans are due money and we have two points of contact that never answer their phones or blog messages and they expect to get this done in one year? In the unlikely event that Lt. would get this message tell her to answer aedwards question about the three different types of orders I was on over a four year period. She seems to be very selective which questions she answers on the stripes blog.

    I worked at DFAS and am finance and my claim was sent to DFAS and back to G1 due to the law change. I was one of the first to apply, but here i sit with nothing. I have a direct contact to the person at DFAS, Joni Tabor. She is the one who is processing these, SOLELY! and they compute them too. G-1 simply gives the amount of time allowed. Such in my case I was stop lossed for 8 months, so G-1 tells DFAS dates, Bank information and so on…so now, MS. Joni Tabor must process them, and it takes 20 working days once DFAS receives them. They are computed individually by ONE PERSON at DFAS and then uploaded in a mass upload. I have her number and email and she told me 3 days ago, she has received NOTHING back from G-1 yet. NOTHING back from G-1. They had to return all claims to G-1 after law change on Dec 19th.
    This is by far one of the worse clusters I have seen in the Army, and it is so sad.
    I have contacted my Congressman and I sure hope all of you there do. This is utterly ridiculous. THEY OWE US!!! for our Service to them, and if they need more people…hire more people. I sure wish THAT new President could see all this BS and the public. I am trying to contact the TODAY show and try to get it public and in their faces… The army seems to react very quickly once the PRESS gets hot on it!!!

    Just so everyone knows I just got off the phone about my claim. With new legislation just passed by Congress, if you received a enlistment or reenlistment bonus you will not be eligible for the retroactive stop loss pay. The representative I talked to told me since this new legislation was passed all of the claims are being reviewed again. I wish everyone luck as this again show the incompetencies of not only the military service we all served in, but the incompetencies of our elected officials. Make sure we all look up who voted for this new legislation and make sure they do not get voted back in office!

    Hey there, really feel for those that applied early on. I didn’t have much stoploss time so I wasn’t as worried and applied early Jan. I also got that automated message about not being on the “master list”. Then on 21 Jan 2010 I got this email:

    Your claim has been reviewed by a Case Manager and it is determined that you are eligible for Retroactive Stop Loss Special Pay. Your claim is being forwarded for final review and approval.
    Recent legislation concerning re-enlistment bonuses may affect an individual?s eligibility for retroactive stop loss pay. The legislation requires the Army to review all claims, to verify whether or not the soldier received a bonus, prior to delivery to DFAS for payment. Therefore this will require additional time to process all claims.

    Check your AKO’s and keep your heads up :)

    Wow. This is ridiculous. I am already past 90 day mark they set to have cases settled. I call and get ” um, not really sure how long it will take. Maybe two weeks.” This is such a cluster. I asked them what number case are you on because according to the email i got they are processed in the order received. “Um, um not really sure. But just have patience.” That info is coming from someone who most likely not stoplossed and has not had this happen to them. Poor poor effort on the Army and DOD. I hope those in charge are ashamed.

    I have a question if anyone can help me I would greatly appreciate it. I was stoplossed for 9 months so that I could get deployed to Iraq. However my company tricked me and told me that if I didn’t sign a paper for voluntarily extenstion of my Army time that all my paperwork would be messed up in the computer and that my pay would be stopped while I was in Iraq and that everything would be messed up and that to save having to deal with all the issues while i was in Iraq that i should just extend. This is what I did so is this going to stop be from getting the stoploss retroactive pay?? My DD214 still says that I was extended for the convenience of the government and other paper work stating that i was extended so that I could go to Iraq. Any answers would be deeply apreciated thank you

    After taking a full day to imput my request for a retro active claim I recieved a email a full month later stating denied due to extension dated 4/12/2004.

    First off I was on stop loss and out of my contract from feb 2004 – mar 2005

    Second the emailer could not even take the time to provide what kind of fictional “extension” that I ever signed was

    Third the emailer could not even be specific in telling me if it was dated in (day, mo, year)or(mo day year) format

    Obviously I agree on how rediculous this whole process has been.
    I see everday soldiers around me who are collected stoploss pay in Iraq where I currently serve trying to get as much as they can before reuping, and when I volunteered to go to Iraq the first time in 2004 the Army could not even give me enough time to reup and take my tax free bonus because I was too busy getting shot at.

    My case number is in the 13000. Someone posted on the stars and stripes blog that they received their payment and their RSL is in the 19000. I called last week and was told that they had not started working case numbers in the 13000 yet. What is this about?
    My case, as many others, is very straight forward. I was held over for deployment to Iraq for 16 months, did not receive any bonuses, did not reinlist, and have no inlisted in the reserves.

    LT Cragg, the website is not working. I’ve been trying all day, typing directly as well as using links from usarmytimes, and other websites that speak of the program; additionally I’ve been calling various places, DFAS, DoD, Army pay looking for some phone number to contact the section handling this to verify receipt of my application and if I included the right forms, nobody seems to know of the program or have a number for this.     I received an email in February stating I have been approved for retroactive stop loss pay after applying in November. I called a week later to find out the details and they told me I had been approved for 18 months and it would take about 60 days to recieve payment. Today I received another email stating they needed more documents or my claim would be denied (and they need them in 10 days or less). Can they approve, and then deny???!!! Has this happened to anyone else??

    Hi Jennifer,
    I mistakenly deleted my rejection mail pertaining to my stoploss claim and as a consequence, I do not have that information handy. I was an Active duty soldier from May 2000-May 2004 who signed up for a year with the Guard when my Active duty contract obligation was fulfilled. My ETS date from the Guard was 30-May-2005. However, I was prevented from doing that because of a pending deployment. My unit was officially activated on 18-July-2005 and I signed my involuntary extension shortly after that. I returned Stateside in Sept 2006 due to my failing health and Etsied in Feb 2007. However my claim was denied on the grounds that the dates are ineligible.(May/30/2005 to Feb/11/2007). I requested my Military records from the National Personnel Records Center and they didn’t have any paperwork in my file to the effect that I was stopped-lossed. Neither did my home state, MI, nor my Guard unit. My question then is, isn’t there a way for DFAS or the Army for that maater to prove I was stop-lossed for this is ridiculous. Moreso, what date should I use as my start date, May/30/2005 or July/18/2005. Also, is the end date when I came back Stateside for medical treatment or when I finally ETSed. Is there any number I can call to get someone address my predicament.

    Hello, I recieved a rejection letter “Regarding Retroactive Stop Loss Payment Case Number RSL00036438-1G” it denies my claim on the basis that I was under contract. Could I get a clarification; I was deployed to Iraq, I stayed there for over a year between 2004 & 2005. In May of 2004 my enlistment ran out. I was on stoploss until I signed a contract in September. Is that contract backdated so then it looks like I was never on stoploss and therefore do not qualify for the stoploss pay? I didn’t recieve a bonus, I just decided I may as well stay in since my ID card said I had to stay until 2030 or something. Is this finding of disqualified for pay accurate here?

    Jennifer, I got paid a my stop loss pay a couple of weeks ago, and I was only paid for 5 months of stop loss. I was stop lossed for 17 months, from Sept 11, 2006 to Jan 17, 2008. The letter that I got from DFAS said that I was only stop lossed for 5 months from Sept 11, 2007 to Jan 17, 2008, so I am guessing someone at some point messed up and put 2007 instead of 2006. The letter from DFAS gave me a phone number to call if I had any questions, but the people I spoke with did not know anything about the stop loss pay, and said DFAS only deals with debts from soldiers. DFAS then gave me a number, and said that they were told to have soldiers with stop loss questions call this number. I called the number that DFAS gave to me. When I called the number it was an Army unit that only deals with deceased soldiers stop loss and benefits. They had no clue why DFAS gave me their number. I sent a note to the case manager on the stoploss website regarding this problem, and me not being paid nearly what I am supposed to, but no one has answered, and in 7 months of waiting for my pay, no one has every answered the hotline number or called me back, or answered emails, or notes I left for the case manager. What can be done to make sure that my stop loss dates are fixed and I get paid the amount that I am supposed to get?

    I received a payment direct deposit friday….but was only for 4 months I am assuming (should have been at least 11 months for his second deployment) as my first deployment was found to be ineligable even though it shouldn’t have been. I was involuntarily re-enlisted because I was stoplossed and his my would have been during my first deployment. I also did NOT receive any type of bonus. I understand this is “FREE” money, but seriously! Don’t try to cheat people who have done their duty for this country and should get all the money they deserve to get. It is so frustrating because I can’t get ahold of anyone to ask what is going on or to get any answers. Have left voicemails but of course no calls back. my case number is RSL00022430.

    I have been extremely understanding about the delay of action with my claim, but now believe that enough time has pasted since the inception of this program to have systems in place to process claims in a timely manner. I submitted my claim on December 08, 2009 with all of the proper documentation, and as of today, May 10, 2010 I have yet to be paid. In all fairness I can say that I have been contacted twice to question the validity of my claim, which I did not understand because all the required official documentation was submitted with the claim.

    The counselors seem to take issue with the amount of time that I was stop lossed and are trying to determine a way to pay me that will be fair to me and United States Army. I never once complained about years the Army put my life on hold, or how what happened was so grossly unfair; Instead I served admirably. So, the right thing for the United States Army to do would be to pay me in accordance with the documentation that I have provided, for it is the paperwork that I received each time a part of my life was taken from me. $$500 for each month that I was stop lossed can never pay for the opportunities and life event that I was denied.

    Also, fixing the processes within this program would be the desired action. How are we your customers, clients, stakeholders, to have confidence and trust in what you say if you can not manage to have a person answer the 1-877-736-5554 number that you direct us to for assistance? I am quickly losing my patience and am sure that there are a great number of who feel as I do.

    How long are claims generally taking these days? I submitted my claim on May 9th, I know it’s only been a little less than a month, but I figured the folks processing this stuff would have it down to a science by now and pump through these claims rather quickly.
    I don’t recall it taking this long for the Army to shuffle paperwork and extend our ETS dates, so why is it taking so long to compensate us, especially when we submit the exact paperwork they’re asking for?

    Hello there. I originally submitted a case back in October 2009, but it was lost or forgotten. I never once received an update on it, despite calling and emailing through the proper channels. Then one day I received a response claiming that my stop loss dates were incorrect. I checked and re-checked my dates and I know for a fact that they were not incorrect. I was stationed in Germany so that might make my case slightly more complicated. Do I need to contact my former command team or something for corroboration? Now this past April 2010, I submitted for a new case. My case # is RSL00039343. I believe I have submitted all the correct documents. If there is something more needed, I have not been informed. In fact, I still have yet to receive any type of status update. This leaves me wondering if something has gone awry. Thanks for your help, Jennifer.

    I just received the notice that I was eligable to receive the retroactive stoploss pay on July 1, 2010. I have submitted the request for payment but could not use the quick claim process as it would not let me sign in with the password that was in the letter I received. My question is that since it took so long for me to receive notification that I was eligable for this stoploss pay and subsequently was not able to submit the request until, July 7, 2010, will that be enough time to process my claim before the deadline of October 29, 2010. I see that there are those that have been waiting almost a year. Also please have IT personnel look into the website problems. Since the phone number that is given is nothing more that a answering machine it would be nice to actually be able to check on status and have some sort of communication. I apologize if this sounds rude but I have had continous problems with my MGI Bill and other benefits for these same reasons

    Names Hiram TorresCruz. I submitted my claim on 8/11/2010. I loged onto the site and it says : “Your claim has been received and will be processed by a case manager in the order it was received.” How long do I have to wait for a check. I also sent them faxes of all my paper work and I also uploaded them on the website. I went to war 2 times, and was stoped loss on the second war. I also was hit in a road side bomb. And the army only gave me 125 bucks for va pension. Its crazy how veterans are treated now. My enjury cave me a some hearing loss, headachs..and of course have to see the nuro guy every once in a while for bad nightmares. Please if you have info on my case…let me know

    While on my tour in Iraq I was hit by a roadside bomb that resulted in 2.5 years worth of time on med hold. I was put on stop loss orders the first month I was in country. A friend told me I should apply for the stop loss pay, but he told me I would not be compisated for time on Med Hold. Is this true, and why would we not be considered still stop lossed if I was not allowed to go to school, try to find another job or even move on with my life for nearly 3 years??

    I started to submit my documentation online today. When I started the form, it told me that I was eligible for a “Quick Claim” and that I should use the password mailed to me. I do not think that the DOD has my correct address on file, and fear my letter may have gone to the wrong household. I have tried to call 877-736-5554, but do not get an answer. How do I get my password so I can complete my claim?

    hello. i recieved my retroactive stop loss pay. i was stopped entitled dates 8/31/2007-09/30/2008. my initial pay out was 4875.00 i cannot find any good number to call as to how this ammount was concluded. i also tried to use the form to resubmit but how would i calculate the months i was paid for when i have no idea. i am really at a standstill as to what to do. any help is so greatly appreciated as to this is very frustrating. thank you. jeff ricker

    They would have been better served to have the system set up to pay us immediately if we accept the Army claim. I got a letter with a password, logged on and it was only one month short, but I figure that I may as well lose a month and take the fast lane. Still no pay, no way to verify things are moving along at all. If we can send millions to Haiti overnight we can surely do this. This reminds me of the deployment insurance offered when I was in Bosnia. Another fiasco. I hope this one comes through soon.

    I submitted a claim in late July, but received no further information. Yesterday I got a check in the mail, with a letter that had nothing on it but a number to call if I had questions, the number was invalid and sent me to a automated 5$ info directory. I found a number online to call for retroactive stop loss but no one answered, and mail box was full. I am wanting confirmation about the claim, and a few questions answered, any ideas?

    I've had the same trouble as those above. The website told me I was eligible for quick claim. But I have not received any letter or know to what address it may have been sent. Isn't there any cyber way of getting that password or authorize the claim? Thank you in advance for looking into this.

    Is anyone else having a problem inputting the “Stop Loss End Date”? It keeps telling me that the last eligible date for stop loss is sept 30 2008 and I know for a fact that the last date is Sept 30th 2009. Anyone known whats going on with this?

    I have tried to get a hold of the Retroactive Stop Loss people for about three months now. It is impossible to get someone to answer your calls or reply your emails. I am starting to consider getting an attorney or going to a Veteran's advocate organization. Considering that I was on stop loss for 14 months and the claims process has flaws from top to bottom: The website doesn't recognize the password sent in the letter, I never received a confirmation letter after submitting my form, etc. I am the only one having all these issues?

    From what I understand the reason why you cant inout a date fast sept 30, 2008 is because they say that they were paying people per month then. so if you were on active duty at that time, you were getting an extra 500 on your paycheck a month for as many months that you were stop lossed. thats how I understood it.

    I am getting very frusterated with this stop loss stuff. I filled out my claim in july and it still says the case will be procedded in the order it was recieved. #RSL000079141. I have tried numerous attemts to contact someone on this issue and only get an answering machine that is full. As a veteran i feel that the run around we get is a slap in the face to use who have served honorably. If anyone can help me get information plaease let me know! Thanks.

    It’s a 90 day window for the Stop Loss Office to process your claim. The actual time it takes depends on the first letter in your last name. Case Manager’s are assigned an alpha-chunk. If you have a slow Case Manager it will take the full 90 days (or even longer). If you have a fast Case Manager it could be a faster turn around

    the DOD is not really responding..all they do is say Good morning and forward the info…I got an email several times from the MC2 and it was just gota wait 10business days then 20 days to process…no one personaly responding to the emails…as well the phone calls. I tryed emailing back the retrostoploss email..and now its not a good email anymore…..there really is no communication out there…the United States has so much technology and people living in it…and they cant get anyone personal to call you and tell you whats up….or even email you personbally and read your file and tell you yes I got it…and the paper work is all hear or we need one more thing…we dont KNOW ANYTHING….all we do is wait around and pray we get paid…this is SAD….the Government and who ever should of had this planned out better….I almost died in Iraq in a road side bomb..fighting for this country…now im the one sitting around waiting to see if someone helps me out….it shouldnt be like this….

    Wow MC2 William Selby has allot of cases to handle..if you check all the automatic replys to everyone…thats the only person they refer you to…why is that? how many people are actually handling everyones case…and are they hiring? I can help out..i know how to type and worked in personnel befor…I have no job and only get a va pension for 125 a month…and I got hit with an IED…U.S has lost all standards…

    Guys, call your Congressman. If you need to have questions answered, need help getting documents, or the Army isn’t answering your questions, or you can’t get a hold of them, your Congressman can help you. My husband didn’t have a copy of his DD-4, wrote a letter, filled out a privacy release, and had the document about two weeks later. They are also good for getting copies of your DD-214, your personnel file, and any medals you want/need replaced. If your Congressman has a good Military Liaison, they can wrap your case up (realistically) within about a month, sometimes, much much sooner. I can tell you from experience that DFAS will answer them very quick!!

With almost 19,000 open claims, and more arriving daily, the full 90 days is typically required, and unfortunately, in some instances, it is taking longer.

    Please know that you will be contacted at each significant step for your claim (claim submitted, claim reviewed and claim paid) or if the office requires any additional information.

    I did mine online on 7/18. So much for 90 days. I simply accepted the review that was already done as I felt that was the fastest. So it needs to be reviewed again, then another wait for payment? MC2 Shelby, *WE* need to be able to logon and see the status and expected dates. What I am afraid of, and others too I bet, is that we are NOT really in the system and we will NOT get any payments and we are going to get the short end of this deal. -MSG McLaughlin

    It has been over 90 days for me too. I accepted their calculation figuring it will be the fastest way to get anything done. They were only one month off anyway. I wonder how many others are over 90 days?

    I filed in July as well and still am waiting. I was also notified that my claim was accepted but has to wait for a backround check to make sure I didn’t receive a bonus in the same time frame. Really? I haven’t seen a bonus since the late ’90′s. I always missed it buy a couple of months….nice huh? Yet they offered me $25,000 cash/taxfree/upfront to stay another year. Blood money. Still, I am proud of what we did and having served.

    It sounds like we are all dealing with the same issue. I have come to the conclusion that the best course of action for us to take is to get into contact with our elected representatives (congressmen and women) and inform them of the situation. I for one am going to email mine and forward a link to this website so they can see how this is really happening.

    My husband realized after accepted what they had down for him but realized later that it was WAY off. He tried to file for the balance and was told that the case was closed. He talked to the Vet Rep here and was told that he didn’t believe they could do that since his time was valid. My husband is really aggravated about the way his is being treated. I guess I’m the b*tch of the family because I told him that wouldn’t fly with me. He served his time and it made it hard on the whole family. I didn’t let the military by with it when they tried to treat me like an ignorant child while he was deployed, and I didn’t stand for the run around. I will try tomorrow to see if I can get anywhere with this and if I can reach no one/ no one contacts me (and I’m sure I’ll get no where), I’ll will be forced to take it a step farther. We live in a rural area and jobs are scarce. With a one income home we can not afford an attorney, so I will be forced to contact a congressman and the media. It seems, as usual, the DOD was unprepared to back up what was promised. I have 3 sons that all wanted to join the military until they saw what we as a family went through while my husband was in Iraq. They know the military can’t be trusted an inch. I think that is truly sad.
    If anyone know of some way to contact stop loss personnel, my info is as follows…..

    Hello, I am trying to get clarification for what qualifies as stoploss. My case is in process currently. I was active duty USMC 4 years and then stoplossed 6 months after my EAS. I am fairly certain that this qualifies. However, I joined the Reserves a couple months later and was activated. I never re-enlisted, extended, recieved a bonus, or signed any type of paperwork voluntarily extending my service. While in drilling status, I could have quit at any time because I had fulfilled my active requirement. I was given no choice concerning the deployment; however, I would have deployed regardless. I was mobilized for a year on active duty and also deployed overseas for six of those months. My DD214 for this period says nothing about stoploss. I applied for both the 6 months and the year I was activated. The USMC policy says that it does not pay for the periods prior to Jan 2002 and after May 2003. The activation was from Jan 2003 to Jan 2004. Am I eligible for retroactive stoploss payment for this period?

OK so that was onOct.28th when they emailed that, i replyed back and nothing on this day nov. 15, 2010… I have no idea what is going on.

    I think that this i quite ridiculous. I have search the web for hours, days and weeks for a site that will help me check the status of my rslp with no avail. I have called the number given for my specific branch of service and get a voice mail that tells me that the mailbox is full. We as service members have suffered enough and deserve to be treated with a bit more dignity. It seems to be a common theme here that we are being put on the back burner with this well deserved bonus. It also seems that the government is dragging their feet with it. Is there or is there not a website or phone number that can be provided to check the status of our claims.

    hey, i to have filed for this stop loss pay on September 9th of this year. it is now 2 days before the 90 mark and i have no check or response to my claim except that it has been received. i think this is another way of Uncle Sam sticking it to us. i was extended in 2003 during the beginning of OIF. you might think if they offer this to us and REALLY want us to start the claim to get this money then they might be a little more cooperative. so i know exactly where you are coming from. hang in there.

    I am very fustrated with the stop loss pay contact information. I have called several times and no one answers the phone and the voice mail box is full!!! This is crap!!! We deserve to be treated better!!! I am past my 90 day mark and still no check!, I have received no contact from va about my claim, and I have no way of contacting them about my claim. I am under the impression that this is all just a big abandoned program! I will be contacting my congressman tomorrow, I will be giving him all appropriate information and I will be giving him this roundtable address so they can see what a cluster this “retroactive stop loss pay” program really is, and I strongly urge everyone else to do the same!!! We will be heard, and we will be respected!!!.

    I Just recieved my first e-mail from them in 3 and a half months they said it will take another 45 days and I may recieve less due to a re-enlistment bonus. Take a look:

    Approved Claim
    Your claim has been reviewed by a Case Manager and it is determined that you are eligible for Retroactive Stop Loss Special Pay (RSLSP).
    Your claim is being forwarded for final review and approval. Recent legislation concerning re-enlistment bonuses may affect an individual?s eligibility for retroactive stop loss pay. The legislation requires the Army to review all claims, to verify whether or not the soldier received a bonus, prior to delivery to DFAS for payment. Therefore this will require additional time to process all claims.
    If your claim is accepted during the final review it will be forwarded to DFAS for payment. Expect payment from DFAS within 45 days from this notice.
    If your claim does not pass the final review you will receive an email asking for additional information or informing you of the status.

Does anyone know how/who I can contact to get my bank information corrected. Thank you. On a side note to all those that are wondering how long it takes to get your claim processed and approved, about 8 months.

    Famed Yankees pitcher “Lefty Gomez” once remarked “I’d rather be lucky than good,” but for one Tuskegee Airman, luck and good combined to make him one of the most successful combat pilots of World War II.

    During the summer of 1944, 2nd Lt. Clarence D. “Lucky” Lester was flying the P-51 Mustang over the skies of Italy’s Po Valley providing B-17 Flying Fortress bombers with cover support on their way to attack airfields in southern Germany.

    Lester was assigned to the 100th Fighter Squadron, a part of the 332nd Fighter Group, and had earned the nickname “Lucky” “because of all the tight situations from which I had escaped without a scratch or even a bullet hole in my aircraft.”

    The only African-American ace of World War II, and a former Tuskegee Airman, went on to have a career in the Air Force, as well as success in the business world.

    Lee A. Archer joined the Army in 1941 with high hopes of becoming a pilot, but was initially denied because of his race. When the Army’s policy changed about a year later, Archer was accepted to the training program for black aviators at the Tuskegee Army Airfield in Alabama.

    Archer is best known for a day in late 1944 when he was involved in a series of dogfights over German-occupied Hungary. Flying a P-51 Mustang fighter, Archer shot down three German fighters. He would go on to add two more German fighters to his credit to become the first and only African-American ace of the war.

    As a civilian, Archer enjoyed even greater success, serving as vice president for urban affairs with General Foods, as CEO of North Street Capital Corp. and chairman of Hudson Commercial Corp. He also served on the board of directors of Beatrice International Foods and the Institute for American Business.
